what do the smiley faces on the right side of each question mean??

They show what the question quality is. A smiley face means a good question that's fun to answer. A frown means it's a sucky question, and the in between face means it's not great, but not bad.

Level 1 moderators (advicenators whose advice has been rated above a four) can rate these questions.

they mean what we advicers get to rate you question and it was not a good question so that is why you have that smiley face

its rating the quetsion.. if your question is to long or to small or inappriate it will get :( if its ok then it will get a :| and if its a good question then it will get a :)
