you said it was the fathers neglect but he only weighed 65lbs when he was with his dad and now that he is with his mom he weighs 134lbs.wouldn't that be neglect on her part not his then?

You added that information after I wrote my answer. If she doesn't bother to care for him properly by just giving him fatty snacks and junk foods [like take out], then yes I would have said it was neglect on the part of the mother. Really thought I would need to know more about the kids situation, but I am by no means an expert on this sort of thing. If you are concerned fro the childs wellfare then I suggest you contact social services or other child crulty prevention organisation.
