Q: If leaving a tampon in for too long can cause TSS, then why cant pulling one tampon out, and then imediately putting another one in not cause TSS? It's essentially the same thing, isnt it?

no, tss is an infection.
if you leave on in, then the blood/ urine on it will get old. and will sstart to grow bacteria and stuff.
but if you put a new one in, then its clean.
