You should always wear sunscreen. It doesn't block everything, just reduces the rays that get to you. If you were in the sun for an hour and didn't wear sunscreen, that'd be the same as going in the sun for 30 hours with SPF 30.

Any skin changes by the sun, tanning or burning, come from harmful rays and are technically bad for you, but if you slow down and are careful about things then you're less likely to burn and therefore a little safer.

My advice? If you're going to be in the sun all afternoon, be safe and stick with the 30. If you're only going to be out for a little while, or later in the day, use 10 or 15. I'm pretty white, too, and like to keep both SPFs around the house... 10 for going to the pool after work, 45 for going on a canoe trip all day, you know?

I've been in the advice column over five years now so I think I've pretty much heard it all... the love, the hate, the random insanity. I don't take it too seriously, so I'm not always giving the best advice, but my column is fun to read!
