Computer is in safe mode... What should I do?

So, several months ago (Like in April or May maybe) I was just on the internet, and all of a sudden my computer just shut down. I tried restarting it several times, but it would just get on desktop for like three seconds, and then it would shut down again. It only works in safe mode now, and when I try going into regular mode, it like has this "loading files into crash dump" thing, and it restarts itself again. Any ideas? We don't have the money to buy a new computer right now, and I'd really like to fix whatever's happening. Any advice is really appreciated, please help!

-This computer is a DELL windows 7
-About a year old
-Only works in safe mode and safe mode with networking
If you know anything about how to solve this issue, please help me!
