How do you flirt?

13 yr old/f I need advice!!! I really like this guy but I'm not as popular as he is and I'm not sure how to act around him. He's wayyyyy more popular and hangs around alot of girls and teases and hugs them which bugs me. So how do you flirt with someone more popular than you?

My top suggestions for a 13 year old would be to
-make flirty eye contact from across the room in class
-when you're talking to him, SMILE. You can never go wrong with that.
---THEN>> lick your lips once of twice. Just subtly will do the tricks
-Twirl your hair a bit. Not too much because then you'll look nervous, but if done right you'll look playful.
