update wardrobe/new look

Whenever I get ready for the day, I look in my closet and sigh because I don't really have any nice or cute clothes. I have a few cute shirts but I get really bored of them easily.. I really want to update my wardrobe.. I've been going shopping a lot lately, just to look at clothes and see if there is anything good out there. There were a few stores that I liked, but nothing I was too crazy about. I usually shop at places like- Forever 21, Pac Sun, American Eagle, Charolette Russe, Express. The only thing is... I'm kind of on a budget. When I went shopping, I saw that 1 outfit (pants with shirt) could cost me about 60-80 dollars!!! To me.. thats way too much.. When I usually go shopping at these stores, I end up buying 1 or 2 items. But like I said earlier, i'm looking to completely change my wardrobe. I'm talking like 10-15 new outfits. But my problem is.. I don't want to go shopping at those stores and end up paying a lot. Is there any stores you shop at that have nice, cute clothing but are relatively cheap? I've tried printing coupons, going for clearance/sale items.. but it still is a ton of money. Does anyone have any recommendations?
Please no department stores like target, kohls, etc. Thank you!

theres a really cute store i get alot of clothes there for teens and its calles DEB they dont have a website but you can look it up on google maps i love this store and they have sales alll the time and i go there alot so id recomend going there (p.s they are usually in malls)
