Just because a girl doesn't like you doesn't mean she's a bitch. If you're close to her, ask her to hangout sometime, whether movies by yourselves or in a group somewhere. If you aren't close to her, try talking to her more often until you guys are friends. When you get to the point when you're close enough, you can try asking her out.
