god-smusgrove answered Tuesday October 28 2008, 10:41 pm:
an import tuner is a new comming 'era' of cars. an import is a car not made by an american based company. some popular examples are cars produced by honda, mitsubishi, and acura. tuner or 'tuning' a car simply means to mod it. spruce it up make it look nice and run fast. some popular mods are cold air intakes, turbokits, body kits, and endless others.

so to sum up my answer. an import tuner is an aftermarket version of a foreign vehicle.
