ive heard that if you wear a sports bra it helps

and also is there anyway beside losing weight that you can make them smaller?

Haha, sports bras will definitely not help. They just keep the girls in place when you're working out. It's functional, but not attractive unless you like being flatter than a CD.

The only way to make them bigger is either go through puberty or wear a padded pushup bra. Or wear tighter shirts.

You can make them look smaller by wearing a thinner bra. Or you could wear looser shirts.

The only way to make your boobs bigger is to have surgery or wear extra thick push up bras. Sports bras will not do a thing they just make your boobs tight so they don't more during sports.
