camera confusion

Okay, so I'm thinking about buying a new digital camera. I kinda don't know what to look for though. So just a few questions to help with my confusion:
Is 3x optical zoom good? And what's the difference between digital zoom and optical zoom?
I've tried looking it up, but it's really confusing me more than helping.
Also, does anyone have any suggestions? Like, what are some good brands for under $200?

ok, I got a Sony Cybeer-shot digital camera and it is amasing. The SOny cameras are very good. I have had good experiences with them and they really come through.
