Scrapbook decals with no instructions

Okay, so I got a scrapbooking kit and today (right now) is the first time I've started working on it. I've got these (what I assume are rub on) decals. I can't get them to work!

The words on the paper and the "best friends" across the top.

I've tried rubbing them on - and I'm NOT going to glue them because I know that isn't how they work. Does anyone know?

first you peel the back off of the decall,,,and then you place it where you want it to go...then you take the popsicle stick and rub the top of the decal hard....do it for about 1 to 2 minutes then peel it off...if the decall isn't sticking to the paper,,,you didn't rub it hard enough.
