on the are YOU interested? and the HOT or NOT things, can the person see who says yes or no or rates them? like if i hit yes on one of my friends, would he be able to see that it was me?

yeah, he can see if you click yes because he will be sent a "match request" and if he thinks you're hott to he ll click yes and it ll alert you saying that you have " a double match" but, however if you click no, it doesn't alert the person.
