im a bit worried to take things further because my penis is quite small im worried what she'll think will it matter?

Put it this way. If she really likes you , shes not going to care. I dont think it even really matters how big or small you are. You cant help it,so it shouldnt matter . In relationships you like the person for who they are not how big something is.
I mean shes probably going to make a judgement about how big or small it is, but I really dont think that will effect her liking you or anything.
Dont worry, and if your not ready yet dont go further until you've dated for longer.
