Can a girl get pregnant if a penis has slight penetration for less then 30 seconds? Neither the male or female orgasmed.

Yes. The penis has precum on it and it can get inside the girls vagina regardless of whether or not they've orgasmed or how long they had sex for. Actually, even touching the head to the labia could get a girl pregnant.
