And mostly make it something fun. Like the other answer said, go out during the day sledding or any kind of physical activity, ice skating, fishing (depending on the type of guy he is) and then do something romantic that night.
one of my good friends did this for his girlfriend and she loved it. I know it is different between guys and girls and things they like, but he took a story book that he knew that she really liked as a child, and cut the names out and pasted theirs in there. .I think the book was something like, "i love you this much". or something like that. it was adorable. And she made him a scrapbook with pictures and other things that were good memories, i.e. concert tickets, etc. It really just depends on what he's into. I'm sure there are plenty of romantic things you two could do. Put your money together and go to a really fancy restaurant. Dress up, make reservations, everything. See if you could go sledding together for the day, and then go home and cuddle in front of a fire with some hot chocolate. It really depends on your budget.
