bleaching arm hair

if you do the tester on a small part of your arm with the arm bleach and your skin does not turn orange or get irritated, does that mean the rest of your arm will be fine when you do the rest of your arm?

If you put the tester on a small part of your arm and nothing happens, if you put it on the rest of your arm it should be fine.
