My advice to you is to be EXTREMELY outgoing.
Maybe you're shy around THIS guy, but try not to be.
I mean, if you start talking to him and getting to know him, he'll start feeling more comfortable around you and come out his "shell".

Better yet, become his FRIEND.
That's how a LOT of relationships get started.

However I would suggest that you try to hang around with him as much as possible and also make sure that you and him get some alone time together. It doesn't have to be like a date or anything, just make sure he is comfortable with you around. If, after that he doesn't ask you out or anything, I woulden't freak out.
