Paint shop pro/photoshop

I was wondering if anyone knew any programs such as Paint shop pro or photoshop that is free and a good program for making icons, wallpapers, etc...

I personally like PhotoExplosion, they have everything from making your own wallpapers, to screen savers, adding background to pictures you have uploaded, you can whiten your teeth & making your skin appear tan.

I have it downloaded onto my computer, I'm sure we can figure out some way to send it to you if the above offer doesn't work out for you.
