confused with video cards..

well I just bought sims 2,installed it, then i got this pop up that told me I needed to make sure i had the latest drivers for my video card or if even my video card was compatible with the game. so i downloaded directx 9.0c from download.com because for some reason, when I tried to from microsoft, it said my computer did not pass the validation test so I couldnt download direct. (thats one of my questions also, would this affect me being able to run sims 2, if my computer didnt pass this test?) But I think the main problem is that I don't have a compatible video card, because its a SiS 650_651_M650_740. I want to know if this is really the problem before I go out and buy a new video card.

Yes. If your computer didn't pass the validation test, that means your video card can't support DirectX 9. You need a new video card. If you don't want to spend too much money, an nVidia GeForce 5500 OC is a good video card. It's only 60 dollars and it'll run the sims 2 perfectly fine.
