Confront him. Ask him why he doesn't talk to you. Ask if you can be friends. Tell him you really want to be and that you feel hurt the you aren't yet. As time passes and you become better friends, ask him if he likes you and tell him your affection to him. If he isn't stuck up and isn't self-centered, he'll probably be nice to you.
