Nowadays you ask someone when their first kiss was, and they'll tell you 7. Personally, I don't count a "first kiss" unless they're at least 12/13+
However, for a simple crush, I believe it's different. I think that it's perfectly possible for someone to develop feelings for another at such an age as 7. We're only human, so to have a caring feeling towards another human being is a natural part of life.
I don't think there's any set age on a crush. I think whenever it happens.... it happens, and there couldn't be anything abnormal about it! (:
