Well, why can't you be with him? What's stopping you? I can't really tell from your question.
Consider your options. If the reason preventing you from being with him is stronger than your desire to be with him, then try to keep your distance.
If your love him to the point that the reason stopping you matters little, then *maybe* give it another shot.
Also, remember, you broke up twice. If in those two times you split up for a reason that is likely to repeat itself, then think about this! It may be time to move on, however hard it may be. Do you really want to go out with him again and in the end find yourself in the same position you were?
Please make your decision wisely, because broken hearts are hard to mend.
