this is my suggestion: You have a policy on not being able to post a question for the whole site to see if you are not logged in. If it is a very personal question, people should be able to post it to the entire site without giving their identity away.

Since only 15 users total get to see your identity when you post a public question, your not really giving a whole lot away. If we really kept it private we wouldn't be able to do anything if one person was repeatedly abusing the system.
