Since level II moderators can do a lot, we try to only have 10 or so at a time. If one dies, we promote a new one. To pick the new one, we look at who among the level I mods has been here the longest, then we look at their advice column, how they've rated questions, the whole bit. Since level II mods have to approve and rate every question, we only pick people who rate questions like crazy. We also only pick people who've been here a really long time, because we need to know you've got some staying power on the site.
