I've noticed that in many many Green Day songs, someone named Jimmy is mentioned. Any idea who that is? Is it a realitive of Billie, maybe?

Are you asking specifically about the lyrics to "American Idiot"? I did notice that he seems to invoke "St. Jimmy" quite a lot in that album, but it is both more political and more narrative than any of their previous albums. I am thinking it's just a name he chose, perhaps from some reference he hasn't told the public about (that I could find, anyway), but he decided to use the name as a character.
In much the same way he keeps referring to "What's-Her-Name" in the same album. I'm sure it's just a continuous story throughout the album and the name might have a significance, but it might not, as well.
