Confused...
For the age and gender thing i'm 16/f
ok...theres this guy i like and he seems to like me but i think he's too shy to admit it...he smiles at me alot and i have been starting to notice him staring at me..but whenever someone asks him if he likes me he says something like i never said i do like her but i never said i don't like her...i have thought about just keep talking to him to see how it goes and try to show him i like him and wait for him to ask me out...or should i just straight out ask him out myself?

Okay...well the way he answers the questions with no direct answer is a good sign he might like you. One thing is that he might not be positive that he really wants to go for it with you yet, so let him have some time. Keep flirting while you wait. Maybe even let a friend hint to him that you like him, so you don't have to do it yourself. In time hopefully he will ask you out. If he doesn't, though, go for it!!! If you don't you will never know what you could have missed.
