This is completely irrelevant to anything, but I was curious. Is it possible for a level 2 to suspend a level2? And if that happens, when they return, will they lose their level 2 capabilities.

it hasn't happened yet, but yes, a level II could suspend another level II. Whether or not they lost their permissions would depend on the reason for it.
