Ive been with my gf for about 9 months
were both 16 weve talked about sex and im not sure about it my worry is my penis is not that big
and im not sure what she'll think does it matter to girls?

Well, that would be the last of my worries...but I have heard that girls talk quite a bit about it. It shouldn't matter considering she's been with you as long as she has. Just use protection if you are gonna do it and make sure you truly want to do it and that you won't regret it. I'm sure it won't matter to her since considering the time you've shared. Good luck.
