Me and this guy dated last summer for a month and then we never talked.. it didnt realy mean anyhting to either of us but now he wants to see me.. and says maybe we can start a relationship if i like the way i look.. my friend says he is a jerk and i dont now what to do... help!

If you really want to go out with him go out with him. It is your call ,but if you do it might turn out the same way it did for the first time.
