Regarding Mods and Music

I have two questions:
1. There are a lot of people asking how to put music on their columns. When answering these, should they be told that they aren't allowed to?
2. In the mod guidelines it says level 2 mods can create/authorise level 1 mods, but how does one go about this? Do we just suggest them to the admin, or is there a little button somewhere?

1) I don't care, they can put music on there if they want to. I might add an FAQ about how it's stupid, but when it comes to columns, I don't really care how stupid people get.

2) I forgot about that, it was going to be a feature at one time but it's not. level I mods are activated automatically by the system. sorry about that one.
