Each state has some different regulations regarding sales of guns. Some have waiting periods, some require proof of having taken a gun safety course as a prerequisite to making a purchase. I believe all purchases must be registered so a gun can be tracked to its owner in case of its use in something unlawful. So on line purchasing wouldn't be a way to side step that.
