It depends on what kind of eyeliner you are looking for. Do you want liquid, pencil, or a glimmer stick? We need more information.
My favorite eyeliner is just about any glimmerstick from Avon. Seeing as how you can't get that from Target, i'd say your best bet would be getting plain pencil eyeliner. It's easy to use, it's not messy, and best of all it's cheap.

try using ColorTrend eyeliner. i had a problem with my make-up wiping off after and hour or two unitl i found this. they have lots of colors and it really works good for staying on for long periods of time.
