Then see how things go. If things are slowing down, then ask your mom. Talk to her about your options.

So both my mom and my sister have very big boobs, like Ds and my family is very skinny. My sister and I weigh 97 pounds. I am a 15 and my sister is 22. But the problem is my boobs are only As. I was talking to my sister and she said that she was the same way until senior year and then it just happened. So my question is, is it very likely that my boobs will be Cs or Ds by senior year because all the women in my family has had this happen to them?

Chances are, what happened to your mom and sister will happen to you.
Example: I got my period when I was 14, so did my other 2 sisters and chances are my 3rd sister will too.

Before I go into a tanning bed do I need to take my makeup off? Or does that not matter? (link)

It won't matter. It will just put a thin (depending on how much make up you wear) between you and the bed lamp. But you should have your face mostly covered since beds do the same thing the sun does (just quicker and a little more harsh) and can cause wrinkles and sun spots. Most beds have a different light over your face so it's not as harsh.
Aside from that, I don't support the tanning bed idea at all. It's quick and easy, but to many times results in orangey looking skin and an increased risk of cancer. 15 minutes in a bed can equal about 3 hours in the sun. (You should also know that about 5 sunburns doubles your chances for skin cancer.)
Skin cancer (and cancer in general) is a lot easier to get nowadays. If you don't like the tanning bed idea, I suggest something like Jergen's lotion with the touch of self tanner. It really does work, and nicely. Just make sure you wash your hands afterwards and be careful around drier areas such as knees, elbows, and feet.
