That is perfectly normal ejaculating or'cumming' can take some time, it is common and he is just a boy that needs a lot of time to cum. Oral just affects him more as it gives him a lot more pleasure, different sexual positions can encourage him to ejaculate more and quicker, try a little massage round the penis before sex.
