What does it mean if a guy SAYS he likes you and flirts with you and stuff but constantly teases you and basically makes no effort to continue the relationship further?

It means that he is really immature and he has no idea what he is doing. Some guys aren't great leaders and you have to make the moves. It can get very tricky. I would not make him jealous though many girls go for this routine and it is a "no no"
