i eat a lot of junk foods haha.
if i were to eat:
breakfast: cereal and low fat milk
lunch: an apple, water, and fat free yogurt
snack: water and a grapefruit
dinner: lean meat, broccoli, water
and run for 30 minutes a day
would i see a difference in my body within a couple of months as in losing a small amount of weight and toning my legs?

It's really hard to answer this question without specifics.
Are you trying to lose weight?
And what exactly do you mean by "toning" your legs?
Seriously, you don't really have to eat "the healthy way", just eat what you burn(always look at calories and servings on the nutrition facts). My dad is hardcore into the whole diet thing and he's also a weightlifter so he's taught me all of this stuff.
Carbs are good if you really plan on burning energy. If you don't, I wouldn't eat too many.
And if I can say anything about fruit, if it's sugar-y, stay away from it. It'll make you twice as hungry as you were before you ate it.
But still this question is too general. It's hard to really take or give advice on dieting over the internet. There's so much more to it than just eating "right" and "running". You have to consider wether you are proportionate or not, there's just so many things.
At 5'6'' & 124, I'd say your doing just fine (but people say that about me too and I think they're all wrong). I'm only two inches taller than you and I weigh almost 150. If you're worried about your thighs and your stomache, pick up an issue of Seventeen or Fitness magazine. They usually have workouts and diets in them that can go with your type of body.
Hope I helped out.
