It depends with every single guy, because every guy's going to have their own opinion. Some like to chase the girl and ask her out, ask for her number, etc. But some guys ( most guys ) do like it whenever the girl might ask for the guy's phone number for once or something.
Talking to them first or asking for a number shows that the girl has alot of confidence, not too much, but some which most girls usually don't have any confidence at all whenever it comes to guys and everything, and it's a nice little breather for them since they wouldn't have to do all the work.
