Bipolar Disorder is a serious problem some people become diagnosed with where the person can have quick, multiple moods at once, and it's something they can't control. They can be happy one minute, but if one thing is said by a person and it makes them upset, they can get very angry over it.

So the kids at your school may be refering to people who might be emotional about stuff and are sensitive to things. They're probably not literally calling someone bipolar. It's kind of like the word, gay. It was meant as one thing, but now it's also meant as "stupid" and whatnot.
