ok so i have 26days to tone my legs or lose weight in my legs
i was wondering if like an hour of riding my exercise bike on the hardest setting would have any improvment???

It doesn't have to be on the hardest setting, but you're heartrate needs to be elevated and you need to feel some burn (not crazy burn though).
Remember:
Hydrate yourself before, during, and after.
Ride, or even run, for at least 20 minutes 4-5 times a week.
Fat turns to muscle. You will gain a lot of muscle. So, chances are, you will tone those legs and lose a bit of weight (appearance wise) but not much scale wise since muscle weighs more than fat.
