I think it would be worse to go out with a guy just because he likes you. That would just make a dishonest relationship. Just tell him, "Okay, you have no idea how bad I feel about this. I sort of lyke someone else and I don't want to break your heart but.. don't you think it would be worse if I acted like I was still 100% in love with you if I really wasn't.. So, I don't want to lie to you and deffinitly don't want to hurt you but I think we should split up." There's no easy way to do it but that's whats got to be done and after that, don't go out with his best firend imeddiatly. Just give it some time fo him to mend.
