Hi! I am 13 and my boobs are saggy, my bra size is 36B can a plastic surgeon do it or am I too young? How much would it cost

I get a kind of mad seeing all of these answers, because I think most of the people who are answering this don't have this problem themselves. I do, I'm 13 years old too, so I know what it feels like.
The thing is, we know it's perfectly fine to have boobs like that, it's just not pretty. I can't EVER go braless, because you can see my breast shape through. I don't wear bathing suits unless they have tons of padding to cover my boobs up. I'm almost done with the first year on my new school. I've NEVER showered or changed in gym in front of them, because my boobs are horrible. The only one who gets to see me naked is my twin sister, that I share a double bed with. And I sleep topless. My two best friends have perfect, perky teenage girl boobs, what do I have? These sausages hanging on my ribs. I know there's many other women and girls that have boobs like that, it's just stopping me from feeling okay and wearing the kind of clothes I want to wear. And a breast lift is not anything where you have to open the actual breast and move around there. You lift the skin, which can be done on anybody, no matter what age. I know a plastic surgeon won't do it on a 13 year old, so I'm just going to hide for the next 2 years and see if someone will do it when I'm fifteen.
