Okay! I have been in this situation!! (many times)
People tell you to "move on" it's not always that simple especially if you've liked him "all of your life" as you say (again, been there)
SO, my advice for you is to wait it out. wait until him and his gf break up, then maybe wait a bit.. but not too long, so that he'll have another gf and tell him. (If you feel it is impossible to move on)
another option, tell him now.. but it's less likely to result in anything happening because he is with someone else, and may feel awkward, so nothing would happen in the future... BUT it may let you know how he feels towards you sooner.
and then there's always the third option, which I've never been able to master myself, so I can't tell you any advice on how to do it, but to move on and try and find someone else. OR at least if you go with the first option, maybe try and find a distraction, like a cute boy to like while you wait it out.
