As a lady you shouldn't have to make the first move. Saying hi, talking to him, casually chatting is not technically making a move. Just be friendly and keep your distance. He will come your way when he is ready, you don't want to scare him away but coming on too strong. Let him go on his own pace but still show you're interested! So say hello next time you see him, ask him how his weekend was, or did he hear that new song that was out, etc. You're 13 you can't be rushing too fast...you have to take your time!
