How can I make a photo look like this?

I use Picnik.com
Most effects are free, including a black and white feature. Once you've applied that feature, a little box should have shown up on the side of the page, and you'll have the option to hit "original" and selecting certain areas you want to have the original color. If you want more vivid coloring, try the "Boost" effect. That also has options as far as where you want to boost colors and how much of a boost you'd like. It makes much more sense once you're actually on the sight. Hope I helped, good luck! :)

EDIT: Hey, Tried the website but it didn't give me the feature I am looking for...I am specifically looking to add color effects to a picture that is black and white. Not using a sliding scare for editing.
