i just started college & i'm hating it already. i know it's too early to tell so i'm gonna wait a while but.... if i decided that i didn't want to return in the spring then i wouldn't have wasted any money right? like you pay per semester, but would there be a fee for leaving the university? (link)

First, every college has a policy in how much you get back when you drop out, based on how long you've been there. At this point you could probably get most of your money back. It's probably in the catalogue. I'm not going to lie to you.
Second, it is too early. At this point, everything, 100% of your whole life is new! That's a huge transition for everyone. You are surrounded by strangers, in strange place, everything you do, from how and where to what you eat, to where you go to the bathroom, is all new.That's a lot of change.
Give yourself a chance to get adjusted to the changes. Break down what it is you hate - college classes? your roommate? the food? the people? Try and make friends - that can make a huge difference.

thanks. i had orientation and tried making friends but everyone already had their group of friends and weren't inviting at all :/
