I wish i could tell you some miracle answer that will get your mom to stop...but unfortunately there isn't one. I've been trying for years to get my dad to stop smoking. He knows how I feel about it...but after tons of trying I figured it out...he won't stop unless he wants to...you mom wont stop unless she initiates it. She has to want to quit smoking before she'll ever do it...if she tries and fails it means she didn't want it bad enough...only until she has the desire to quit will she. I wish there was a better answer....but addictions are a hard thing to tackle...and whether you or I want to believe it, smoking is an addiction.
