When a baby boy is born, there is a lot of baggy skin around his penis. If he is circumcized, some of the skin (that would cover the tip of his penis) is pulled forward and cut off. This can be done for religious or medical reasons.
In an adult male who is not circumcized, when his penis is soft it just looks a bit more baggy. This extra skin acts as a hood over the tip of his penis.
When an uncircumcized male's penis is erect, it looks just like an uncircumsized penis.
Circumcision is quite controversial, and many people speak about the differences between being circumcised or not. There may be implications for sexual functioning, but essentially a penis is a penis is a penis. It is very, very rare for someone to get a circumcision once they have reached adulthood - parents make the decision for their babies, which is part of the controversy.
