Okay, take a look at this link and it will show you where exactly to find your clitoris. It's near the front of your genitals, just behind where the labia majora start. It's covered in a little skin and when you pull the skin back, there's a little nub which is basically a nerve root.
As far as why fingering doesn't make you orgasm, it could be a number of things. Not all of us can orgasm from vaginal stimulation only. Also, maybe you need more stimulation or maybe you're too tired or maybe you aren't turned on enough. There's no way to say exactly why. Just think about what you believe the reason is. Maybe you've just been too nervous.
