If you can't openly say "I would like for you to put your hands up my shirt, but you are not allowed below my belt," then just try moving his hands to your breasts. If his hands move elsewhere, firmly grab them and place them on your waist, breasts, or wherever you feel comfortable. Most guys want to know what you're comfortable with and will respect your boundaries. If he doesn't, then he's not a gentleman.
